The City of Flint is launching a new ARPA-funded roof repair assistance program for homeowners who fit specific criteria, announced as a means to boost the quality of life for residents by enhancing their home's energy efficiency and structural integrity. Homeowners must have a residence in the city for at least a year and have an income that does not exceed 300% of the Federal Poverty Level to qualify for the scheme. The program, which is scheduled to begin in January 2025, aims to repair the roofs of up to 72 owner-occupied homes across Flint's nine wards, using a lottery system to select the beneficiaries, according to the City of Flint.
To make programs accessible to all residents in need, Mayor Sheldon Neeley has pointed out the material and immaterial benefits that are tied to robust shelter overhead, focusing on the reduction in utility costs and enhancement of living conditions. “This program aims to enhance residents’ quality of life,” explained Neeley. The assistance is complete in scope, covering soffit, fascia, and gutters in addition to the roof itself. In cases where repairs are minor to moderate, issues such as leaks and damaged shingles will be addressed to restore the roof's integrity.
Applicants must prove their income eligibility and confirm their ownership status before being considered for the program. These officials are available to help guide homeowners through the application process, which includes several sign-up events throughout November at various Flint locations like City Hall, the Public Library, and the Farmers' Market, amongst others. Each ward will have eight homeowners selected at random to receive the aid.
