Maggie Sauer, Director of the NCDHHS Office of Rural Health, praised him, saying, "William has been a tireless advocate for improving access to care in rural and underserved areas across our state," and added, "Through his decades of service through nonprofit and advocacy work, William has been a true champion for our rural communities. We are excited to celebrate his recognition." During the pandemic, he played a vital role in helping Benson Health maintain essential services.

Massengill served as CEO of Benson Health, a CMS-designated Rural Health Clinic. Under his leadership, the clinic was named State Designated Rural Health Center of the Year in 2023 for its outstanding care, particularly for financially challenged community members.

Beyond his healthcare contributions, Massengill served as Benson's mayor for a decade and was named Johnston County Citizen of the Year in 2018. He now serves on the UNC Health Johnston board, strengthening rural healthcare and shaping policy to improve access across North Carolina.
