
Last night, chaos ensued in Southeast Baltimore after a carjacking occurred in the 300 block of Elrino Street. A victim, caught at the intersection with Bank Street when a dark-colored vehicle ominously approached him, described two individuals brandishing a handgun and forcing him out of his car. The perpetrators sped southward towards Eastern Avenue with the stolen vehicles in a swift getaway. CBS News Baltimore reports that OnStar tracked down the victim's vehicle to Essex, Baltimore County, after which police intervention netted the suspects.
The hunt came to a decisive end in the 1200 block of Bridge Crossing Road, where the suspects, abandoning the carjacked vehicle, attempted an ill-fated escape. Police custody was imminent for the group consisting of three teens, ages 15, 16, and 17, alongside two adults, aged 18 and 19. A search by the officers uncovered a Glock 17 replica from one of the adolescent suspects.
WBAL-TV reported that just last Sunday, a 9-year-old joined five others in the carjacking of a woman in Southeast Baltimore. A response to such events came in the form of Maryland's Juvenile Reform Act, effective November 1, which allowed juveniles as young as 10 to be charged with certain offenses.
The city's response has also included the Safe Growth initiative, a partnership between the Baltimore Police Department and residents to thwart juvenile crime through improved urban planning. This includes the bolstering of high-crime areas with enhanced lighting and surveillance, as well as addressing the blight of illegal dumping.
