
A former Maryland state employee has entered a guilty plea for felony theft from an insurance fraud scheme. Racquel Britt Davis, a 51-year-old from Baltimore, admitted to submitting 18 false insurance claims to the American Family Life Assurance Company of Columbus (AFLAC), according to a report by NottinghamMD. The claims amounted to nearly $64,000, while Davis was employed with the Maryland Department of Public Safety and Correctional Services.
Officials stated that between October 2017 and September 2020, Davis fabricated claims under her AFLAC short-term disability policy. These claims falsely declared her unable to work due to supposed medical disabilities. However, a joint investigation by the Maryland Office of the Attorney General and the Maryland Insurance Administration found Davis had never sought medical treatment, nor was she medically excused from work for the periods in question. "This case highlights the importance of accountability, particularly for individuals entrusted with public service roles," Maryland Attorney General Anthony G. Brown said, as per a statement detailed by Daily Voice.
To facilitate her claims, Davis is reported to have forged or altered physician documents, misleading AFLAC into issuing payments totaling $63,898.33. The fraud came to light following meticulous investigative work by law enforcement agencies, which included the Maryland Insurance Administration Fraud and Enforcement Unit and the office of Baltimore County State’s Attorney Scott Shellenberger.
With her guilty plea submitted in the Baltimore County court yesterday, Davis is now scheduled to be sentenced on February 6, 2025. As part of her sentencing, she must make restitution to AFLAC.
