
The Baltimore Police Department is ushering in a series of promotions and strategic command shifts reportedly set to commence mid-December, signaling an evolution in its operational structure. Captains Valencia Carter and Kurt Yourkovik are slated to be promoted to Major, with Carter taking the helm of the Southwest District and Yourkovik overseeing the Northwest District. Today's announcement provides insight into forthcoming changes in the department's leadership, as detailed on the official Baltimore Police Department website.
Captain Valencia Carter, whose tenure with the BPD spans over two decades, is set to break new ground in her law enforcement journey. A testament to her steadfast commitment to service, Carter has swiftly ascended the ranks, once corporal and now soon to be Major. Well-acquainted with the city's streets and the policy rooms alike, she holds a keen blend of educational acumen from Coppin State University and Johns Hopkins University. Captain Kurt Yourkovik is similarly poised to step up after 15 years of service. He brings to his new role a vast experiential fabric interwoven with commendations and a prestigious Life-Savings Award to his name.
Alongside the two captains, the BPD release details further promotions, including Lieutenant Alfredo Cadiz-Burgos, who will ascend to the rank of Captain, becoming the Executive Officer of the Resources and Accountability Bureau, a veteran with a tenure shadowing a decade within the force. Another officer stepping into the Captain's shoes is Lieutenant Ramone Luke, who launched his career patrolling the Western District and will come to serve as its future Executive Officer. Both officers' educational and professional backgrounds outline the department's commitment to a blend of scholarly and field expertise.
Promotions in the department are paired with changes in the command staff, bringing new perspectives to key areas. Major Jennifer McGrath moves to the Anti-Crime Section, Captain Tashania Brown to the Northwest District, and Captain Michael Mercado to the Education and Training Section.
