Joseph, who has served BOPA for the past ten years in various capacities, most notably as the Arts Council's Prizes and Competitions Manager, will now undertake to lead all facets of Arts Council programming. This includes supervising grants, exhibitions, workshops, and seminars. Joseph's appointment was confirmed after his work demonstrated "professionalism and a deep care for Baltimore’s artist community," Murphy remarked in statements reported by FOX Baltimore.

As mentioned, Mayor Brandon Scott's administration has been integral in strengthening the alliance between BOPA, the city, and the arts community. Effective support and administration of grants and upliftment of the arts community are at the heart of the Arts Council's mission.

Joseph himself expressed his anticipation of the new role. "I’m excited to lead the arts council into this next chapter," he said, per Baltimore Fishbowl. His experience is comprehensive, having previously held the position of Senior Preparator of Exhibitions at the Maryland Institute College of Art (MICA) and founding the Institute of Contemporary Art Baltimore. Celebrated for his extensive work with the artistic community, Joseph's commitment is clear and evidenced through his varied roles and initiatives to push forward the arts landscape in Baltimore.
