Details emerge as former Cedar Hill police officer Donald Mercer faces charges for alleged misconduct. An investigation led by the Texas Rangers resulted in Mercer being charged with Official Oppression, a Class A Misdemeanor. This unfolds after allegations of improper behavior with a female suspect during an arrest in August, according to a social media post by the Cedar Hill Police Department.
Soon after finding himself in the crosshairs of a separate investigation, Mercer turned himself into Ellis County Jail when faced with the new complaint. While still vesting its officers in the shadows of internal investigations, the department noted that the former officer chose to resign shortly before termination proceedings could proceed. The internal investigation carried out by the department upheld four policy violations against him, which included dereliction of duty and conduct unbecoming of an officer.
Cedar Hill's reputation for accountability plays a prime role, setting the tone for the precinct's reactions to such unfortunate events. "The Cedar Hill Police Department prides itself on a culture of accountability," said Cedar Hill Chief of Police Ely Reyes. Proactive steps were taken by fellow officers, who discovered Mercer's behavior during an unrelated investigation and did not hesitate to act. "We empower our people to report misconduct when they see it and that is exactly what happened in this case," noted Reyes, emphasizing the Cedar Hill Police Department's commitment to ethical conduct and the importance of such empowerment.
