A former officer of the Lewisville Police Department (LPD), identified as Filemon Perez, faces official oppression and sexual assault charges related to a misconduct incident that occurred during Thanksgiving week while he was on duty. The department, keeping the victim's identity confidential due to the sensitive nature of the offense, declared that the former officer reportedly engaged in inappropriate sexual conduct with a citizen.
According to the Lewisville Police Department, an internal and a criminal investigation commenced immediately upon notification of the incident, both unfolding concurrently. While running through the weekend, Perez, accused of such grievous acts, was put on paid administrative leave. The investigations saw the collaboration of the Texas Rangers with LPD criminal investigators since the case's onset.
Perez, who joined the LPD patrol force in May 2023, resigned last Tuesday after his looming termination was made clear—a consequence of breaching City Administrative Directives. A Lewisville judge, confirming the apprehensions of the people, found probable cause for official oppression and sexual assault the following day, issuing warrants for his arrest. Notably, his tenure at the department bore witness to a single disciplinary action—a written reprimand this September for not activating his body-worn camera during a traffic stop.
This case is notably distinct from a recent bout of disciplinary action policed within the LPD ranks, which related to miscarriages surrounding prostitution investigations. "The behavior in question is completely unacceptable and does not align with the values of the Lewisville Police Department," stated Chief Brook Rollins who confirmed Perez was not among the officers previously disciplined for those unrelated incidents.
