In a recent initiative by Los Angeles County, an innovative plan to address homelessness takes shape in the form of the Pathway Home RV Interim Housing Pilot Program. This program provides a sanctuary for individuals living in recreational vehicles (RVs), granting them access to legal parking spaces, a protected place to sleep, and comprehensive support services. Launched at a Crenshaw parking lot, the program aims to aid people in transitioning from homelessness to permanent housing, as reported by the LA County.

Particularly focused on RV dwellers within the 2nd Supervisorial District, the operation continues the County's urgent efforts to clear encampments, and reclaim public spaces for their intended purposes. Los Angeles County Supervisor Holly J. Mitchell expressed her staunch support for the project at a celebratory holiday breakfast where she joined RV residents. Alongside festive activities, participants were afforded free haircuts, winter clothing donations, and dialogues centering on their future paths. "Having put forward the motion to create a countywide plan for addressing RV encampments that is a core part of the County’s Pathway Home program, I’ve seen firsthand the extensive outreach and time that is required to build trust and resources to get residents experiencing homelessness in RVs to let go of them," Mitchell told LA County Newsroom.

The site currently serves up to 14 RVs at a time, directly supporting up to 20 participants. Since its inception on November 4, teams conducting outreach have identified initial participants, who have since moved their RVs onto the lot. The program is blessed with a cadre of service providers, including housing navigators, who diligently work alongside residents to assist them on their journey to securing lasting homes. In this concerted effort, notable agency partners include the Los Angeles Homeless Services Authority (LAHSA), the Los Angeles County Sheriff's Department, and the Department of Public Works.

Pathway Home is a cornerstone of LA County's Homeless Initiative, instrumental in the County's comprehensive strategy against the local homelessness crisis proclaimed by the Board of Supervisors just last year, 2023. By harnessing emergency powers in tandem with municipal collaborations, this full-circle solution not only rescues individuals from the streets but pairs immediate interim housing with a full spectrum of supportive services to facilitate a steady transition to safe, and stable housing. Funded through Measure H, a ¼-cent sales tax passed by County voters in 2017, the initiative has made impressive strides, housing over 115,000 people permanently and assisting an additional 151,000 into interim housing; it has also averted 37,000 individuals from homelessness. Moving forward, as of January 2025, Pathway Home will receive its financing from Measure A, a subsequent ½-cent sales tax authorized by the electorate in November to succeed Measure H, the LA County stated.
