Before his Raleigh appointment, Veloz-Passalacqua sharpened his expertise as the DEI Manager in the Office of Diversity, Equity, and Inclusion for the City of San Luis Obispo, California. His tenure in the field also includes significant contributions as the DEI Program Manager for the County of San Luis Obispo Behavioral Health Department. Following the announcement, City Manager Marchell Adams-David said, “Raleigh is committed to establishing and advancing an equitable community for all, and this position is the tip of the spear for those efforts." Veloz-Passalacqua's portfolio includes strategic leadership aimed at ingraining principles of equity throughout the city's framework and operations.

In his new role, Veloz-Passalacqua will craft a vision and strategies to align with the City Council goals and policies, embedding equity and inclusion into the city's fabric. This will involve collaboration with various Boards, Commissions, and Committees under the Department of Equity and Inclusion, ensuring their efforts coalesce with the objectives set forth by city staff and leaders. Additionally, he plans to foster internal partnerships that will further reinforce the organizational culture around diversity and inclusion. "Raleigh’s vision for meaningful change and progress resonates deeply with me, and I am eager to contribute to initiatives that amplify all voices and foster a stronger sense of belonging," Veloz-Passalacqua told the City of Raleigh's news release.

Originally hailing from Peru and a California transplant since 2004, Veloz-Passalacqua brings with him a rich academic background, with degrees from Cuesta Community College and California Polytechnic State University, including a bachelor's in Comparative Ethnic Studies and two master's degrees, one in Public Policy and another in Legal Studies from the University of Arizona. His research and work revolve around social justice and intersectional policy in government and community settings. Veloz-Passalacqua is expected to commence his Raleigh service on December 16, setting the stage for what many hope will be transformative leadership in fostering an inclusive community.
