The Waukesha Police Department, on Monday, Dec. 9, updated the public on an ongoing homicide investigation where a man's body wrapped in a tarp was found near Frame Park in late October. According to TMJ4, the victim has been identified as 56-year-old Carlos Maldonado, whose decomposed body presented challenges in the investigation.
Originally discovered on Oct. 30, Maldonado's remains were concealed in a wooded area close to Moreland and North, just a block from Frame Park. A 911 call by a passerby alerted the police to the disturbing find. Due to the state of decomposition, the Waukesha County Medical Examiner was tasked to determine the cause of death, which was later suspected to be a result of a gunshot wound. As the case unfolded, detectives were able to swiftly develop and to take into custody a person of interest on Friday, Dec. 6, as reported by FOX6.
The suspect, 62-year-old Kevin Lychwick, shared an apartment complex with the victim, though the extent of their connection remains unclear. Authorities have not disclosed any details on what may have led to the shooting. However, during a news conference, the police chief suggested that Lychwick possibly had a "hit list," implying a premeditated aspect to the crime. This detail, among others, will be examined as Lychwick made his initial court appearance on the afternoon of Dec. 9. This information comes from a statement given at the news conference and reported by WISN.
Family members reported not having seen Maldonado since April, which now adds to the timeline of the investigation. The community waits, with a watchful eye on the courthouse, to better understand the tragic events that led from Maldonado's disappearance, to the discovery of his concealed remains, and now, to the unfolding legal proceedings against the man accused of taking his life.
