According to a news release from the Governor's Office, this executive order, which proposed to pause disbursements yesterday, has been effectively blocked, restoring the flow of federal funds crucial for a variety of state programs and services.
Following the ruling, Governor Green criticized the executive order, stating, "The presidential order seeks to prevent the people of Hawai‘i from receiving crucial services funded by the millions of dollars they pay to the federal government each year. This cannot stand," according to the Governor's Office. This concern was echoed throughout the state government as different departments were assessing the potential ramifications of such an unprecedented pause. The state's initial response has been to actively develop alternate plans to quickly ensure that key services for local residents continue without disruption.
Anxious over the potential impact on state programs, the Hawaiʻi Department of Transportation is closely liaising with the Trump Administration for clarifications on the OMB memo, while the Department of Law Enforcement remains in limbo, seeking a final determination of impacts from their federal counterparts. The state's proactive stance was underlined by comments from Luis Salaveria, the state Department of Budget and Finance Director, who said in a statement obtained by the Governor's Office, "The OMB has since issued clarification guidance indicating that any program that provides direct benefits to individuals is not subject to the pause, such as Medicaid, SNAP or Social Security benefits, among others."
One area critically impacted by the now-blocked pause is the Hawaiʻi State Public Library System (HSPLS), which stood to lose about $1.5M in Library Services and Technology Act funding. The suspension of this funding would have significantly limited community access to vital information resources. Moreover, HSPLS has been actively involved in two digital equity projects, one of which is part of the Federal Broadband Equity Access Deployment (BEAD) funding received by the University of Hawaiʻi, aimed to boost digital literacy skills across the state.
