
A man has been arrested and charged after a fatal collision involving a construction worker in Houston. The crash took place at 4100 West Orem Drive at around 8:45 a.m., as reported on January 16. 39-year-old Rwangamugayo Emmanuel has faced intoxication manslaughter and intoxication assault charges, brought forth in the 209th State District Court. While the deceased victim, a 35-year-old male, has not yet been publicly identified.
Officers of the HPD Vehicular Crimes Division, Sergeant E. Alejandro and Officer M. Lozano, noted that Emmanuel, who was behind the wheel of a silver Nissan Sentra, veered off the roadway and onto the sidewalk, striking the workers. The vehicle then collided with a light pole and a silver Lexus sedan. The first construction worker was pronounced dead at the scene by the Houston Fire Department paramedics, the second sustained broken bones, and a passenger from the Lexus incurred minor injuries, as per a report by the City of Houston.
Emmanuel, found uninjured, remained on-site after the crash and showed signs of intoxication, according to officials. The Harris County District Attorney's Office was apprised of the situation, leading to Emmanuel's charges and subsequent booking into the Harris County Jail. The driver of the Lexus did not suffer injuries during this traumatic incident.
