
An officer with the Santa Rosa Police Department was injured yesterday morning while attempting to detain a suspect with an outstanding felony warrant. According to a report from the Santa Rosa Police Department, the incident occurred at around 10:30 am near the intersection of 6th Street and Wilson Street. The officer, a member of the department's Downtown Enforcement Team, identified the suspect as Victor Harker Lozada, a 50-year-old transitory resident of Santa Rosa, who was known to have violated pre-trial release for a pending robbery charge.
While approaching Lozada, the officer was met with aggression. Lozada refused to follow instructions and took on a combative posture, challenging law enforcement efforts. After requesting backup, the officer employed a "Taser" Electronic Control Weapon to subdue the suspect. Despite two discharges of the device, it had little effect. The officer was left with no choice but to tackle Lozada, a maneuver that resulted in the officer sustaining a dislocated shoulder.
Lozada was eventually handcuffed, requiring two pairs of cuffs due to his size, after a continued struggle to gain control of his concealed hand. Following the takedown, sustaining minor abrasions, Lozada was transported to a hospital for medical clearance as a routine procedure following the use of an ECW. No weapons were found on the suspect's person, the police department confirmed. Following medical clearance, Lozada was booked into Sonoma County Jail on charges including the outstanding felony robbery warrant, felony threats, and resisting a peace officer.
The injured officer was also taken to the hospital, where treatment for a dislocated shoulder was provided and where they were later released.
