Following infrastructure adjustments, "starting at 8:00 AM Monday, all of PCH will be open; between McClure Tunnel and Carbon Beach Terrace, only one lane in each direction will be open, with a reduced speed limit of 25 MPH. Expect heavy congestion – this is an active construction zone with flashing red signals. There is no parking," as stated by the Mayor's Office
