In a recent legislative move, the Ohio House of Representatives passed House Bill 14, a bill aiming to align Ohio's tax code with the updated federal tax systems. The bill's passage was announced by its sponsors, State Representatives Bill Roemer (R-Richfield) and Heidi Workman (R-Rootstown). Following recent modifications to the Internal Revenue Code (IRC) triggered by the Federal Disaster Tax Relief Act of 2023, this bill seeks to incorporate these changes into Ohio law.

According to statements made by the bill’s sponsors, the goal here is simplicity and aid for taxpayers. "This is a commonsense, straightforward housekeeping measure that supports taxpayers and improves the tax filing process in our great state,” Roemer stated. Workman also chimed in, noting the practical benefits of such a bill on the process of filing taxes, “Federal tax conformity simplifies the tax code and helps reduce compliance issues for tax filers,” she said in a statement obtained by the Ohio House of Representatives.

The legislative action is in direct response to provisions set forth under the Federal Disaster Tax Relief Act of 2023, which eases the tax filing process for individuals affected by federally declared disasters. Under this act, these individuals can now deduct personal casualty losses on their taxes without having to itemize or contend with previous deductions of $100 per casualty loss and 10% of adjusted gross income.

Now, with the ball in the Ohio Senate's court, House Bill 14 awaits further consideration. If approved, Ohio will join a number of other states that have also taken steps to ensure their tax laws reflect the changes at the federal level for a supposedly streamlined tax filing experience for their residents. Meanwhile, taxpayer advocates watch on, hopeful that this legislative decision will mark a positive change in the tangled web of tax compliance.
