Sacramento Invests $3.3 Million in Downtown Affordable Housing Project to Tackle Homelessness and Boost Local EconomySource: City of Sacramento

Sacramento is addressing its affordable housing crisis with a $3.3 million investment in the Monarch Project, a mixed-use development bringing 241 affordable housing units to downtown. Located at 805 R Street, the project will convert a disused State storage warehouse into residential space for low-income households earning between 30% and 70% of the area median income, as well as commercial spaces and communal areas, according to the City of Sacramento release.

In response to housing shortages and homelessness, twenty units will be designated for people experiencing homelessness or those at risk, providing shelter and stability. The project, led by Capitol Area Development Authority and Mutual Housing California, aims to revitalize an underused property and invigorate the R Street Corridor, contributing to both housing solutions and local economic and artistic growth.

The Monarch Project includes 3,428 square feet of commercial space for arts-driven or local businesses and over 16,000 square feet of outdoor spaces for both residents and the public. "The Monarch Project is an important step in addressing Sacramento’s housing needs, creating safe and stable homes while contributing to the vibrancy of the R Street Corridor," said Councilmember Phil Pluckebaum in the same release.

The development will offer amenities such as an exercise studio, event courtyard, resident's courtyard and plazas, laundry rooms, bike storage, and vehicle parking. These features aim to enhance the quality of life for residents and promote a strong sense of community. Funding includes $3 million from the American Rescue Plan Act and $300,000 in state funds for homelessness prevention. The project is expected to be completed by spring 2027, reflecting the city’s long-term commitment to inclusive and diverse urban development.
