To enhance public engagement in the decision-making process for naming public facilities, District 4 Councilmember Dr. Adriana Rocha Garcia has spearheaded a push for more inclusive and transparent methods. This initiative seeks to update an ordinance that has stood unchanged since 2011, as reported by the official San Antonio Government website. Garcia's proposal includes a set of revisions aimed at broadening community involvement and ensuring that local voices are heard regarding the spaces that serve as hubs for civic life.

"As we see construction for new public spaces and other facility renovations take place across the city, we need to consider how we can better engage with community members and gather more public input when thinking about potential names for these public places," Garcia stated. The revisions she's proposed include doubling the notification distance to residents, increasing required public meetings, and ensuring those meetings are accessible. Furthermore, the proposal would revise committee representation and allow for a wider array of name suggestions from the community, rather than limiting the choice to a singularly proposed name, as per the San Antonio Government website.

Some key proposals in Garcia's plan are the increase the notification radius from 200 feet to 500 feet, and alerting registered neighborhood associations and community groups within two miles of a facility under consideration. Additionally, if there's a significant opposition to a suggested name, the number of required public meetings would rise from one to two. An important aspect of these meetings is their location, which, under the new policy, must be near to the facility and easily accessible to the public. Furthermore, Garcia's plan would alter the composition of the naming committee to include an odd number of representatives and a mandate that a member of the San Antonio Parks Foundation is included if the facility is part of the City's Parks and Recreation Department.

One notable clause in the proposal seeks to prevent potential conflicts of interest by prohibiting council members from nominating individuals related to them for facility namesakes. When the Governance Committee takes up this issue, Garcia has extended an invitation to residents to share their views in person or submit comments online or by phone. This is part of Garcia's broader intention to ensure residents are "well informed, feel included and heard throughout the naming process," as she told the official San Antonio Government website.
