
North Carolina Governor Josh Stein, in concert with State Budget Director Kristin Walker, recently unveiled a budget plan for 2025-2027 aimed at fortifying the state's economic and social infrastructure. The budget, heralded by the Governor as both balanced and family-focused, emphasizes substantial investments across various sectors such as education, health care, and public safety, with a robust commitment to bolstering the state's workforce development.
At the heart of Governor Stein's proposal, per details shared by his office, is the expansion of job opportunities for the denizens of North Carolina. This includes incentivizing apprenticeships, offering tuition-free community college for certain high-demand industries, and facilitating the re-entry of formerly incarcerated individuals into the workforce. The Governor's initiative also weighs heavily on supporting families by curbing the climbing costs of child care and housing. In an ambitious move to alleviate financial pressures, the budget outlines enhancements to child care quality, proposes increased compensation for early childhood educators, cuts taxes for middle class families, and paves the way for more affordable housing construction. "My budget is balanced and puts kids and families – their job opportunities, their education, their wallets, their health and their safety – first," Stein stated, as per the Governor's Office announcement.
Education takes a front seat as the proposal sets to hike starting teacher salary, promoting North Carolina to the top of the Southeast pay-grade and focusing on retention of quality educators. The plan stretches to student well-being with an increase in school health professionals and complimentary breakfasts, alongside investments in safe and modern school infrastructure.
The safety and health of North Carolinians are also staple pieces of the proposed budget. It looks to address law enforcement staffing shortages with salary increases, specifically targeting correctional officers and youth counselors. There is an emphasis on ramping up efforts to combat fentanyl circulation, solve cold cases related to sexual assault, and support the adoption of body cameras for an objective recording of events. In a bid for a healthier state populace, Stein's budget promotes affordable healthcare access, backs rural clinics, trudges forward in the fight against substance use disorders, and aims to ensure the provision of clean air and water.
Fiscal responsibility is not lost in Governor Stein's equation. The budget introduces an IMPACT Center, designed to spike efficiency in state program operations to achieve a higher return on taxpayer dollars. A freeze on current individual and corporate tax rates is proposed in order to sustain investments and cater to North Carolina's fast-paced population growth, hopefully steering clear of an impending fiscal downturn.
