
Philadelphia has lost a trailblazer in the legal profession and a staunch advocate for ethics in government with the passing of the Honorable Phyllis W. Beck. Beck, a former Vice Chair of the Philadelphia Board of Ethics, died on Monday, March 3, 2025, the Board announced. Before her work with the Ethics Board, she had the distinction of being the first woman to serve on the Pennsylvania Superior Court.
During her tenure on the Ethics Board, from April 2011 to November 2022, Beck was known to consistently apply her legal expertise and moral compass to fiercely uphold the values of honesty, integrity, and transparency within city government. Her colleagues frequently highlighted her ability to elegantly navigate complex issues and to deftly influence fair outcomes with a grace that invited respect and admiration.
The legacy she leaves behind is marked by more than her professional achievements; it is also shaped by her personal touch. "She treated her Board colleagues and staff as friends," Board Member Ellen Mattleman Kaplan wrote in her memoriam.
Friends, colleagues, and those who were fortunate enough to work directly with Judge Beck are mourning the loss of a woman who left an "indelible mark on the Board’s work and on our hearts."
