This phase eliminated over 300 tons of hazardous materials, including remnants of lithium-ion batteries, and set a new bar for expediency in the wake of fires. Adding to the sense of efficiency, the restoration of utilities has followed suit, with water and power being reconnected in two months, as opposed to the 18 months seen during the aftermath of Paradise's Camp Fire.

Moreover, Mayor Bass utilized her executive power to optimize the return and rebuilding of the community, issuing orders to enable the relocation of schools, provide tax breaks for local businesses, and streamline the rebuilding process. Her office also took precautions to fortify the area against potential mudslides, installing concrete barriers and sandbags proactively.
