The order was due to not only the heating failure but also burst pipes and stalled elevators, creating unsafe living conditions. Heat was restored by January 29, allowing residents to return to their apartments, as per the Michigan Department of Attorney General website.

The agreement, known as an Assurance of Voluntary Compliance (AVC), requires Troy Place Owner and LR Management Services to maintain functional heating systems and improve communication with tenants in case of future failures. Tenants affected by the heating issue will receive compensation, including a refund of their January 2024 rent or a $250 payment.

Attorney General Nessel emphasized that landlords and property managers are responsible for providing safe living conditions. Tenants with similar concerns in Michigan can seek assistance from the Department of Attorney General’s Consumer Protection Team.
