
Muskegon's cityscape is poised for a notable transformation following the Michigan Strategic Fund's approval of a nearly $160 million tax incentive for the redevelopment of the venerable Shaw Walker factory. The factory, which has been largely unused and in decline for decades since its closure in 1989, will be reimagined as a mixed-use development called The Shaw, offering over 500 housing units, along with commercial and retail spaces.
According to FOX 17, the state's tax break aims to alleviate housing shortages and fuel economic growth in Muskegon. Kelsey Rhoda, Program Director at Greater Muskegon Economic Development, emphasized the project's importance, stating, "We can't grow our economy if we don't have places for our employees and families to live." The development will provide housing opportunities across a range of income levels and introduce a variety of amenities designed to enhance the living experience in the area.
The detailed financial structure, as reported by WOODTV, includes a $75.4 million local incentive package previously approved by Muskegon. Over the past 30 years, Parkland Properties has been set to receive tax captures and exemptions, with the prospect of a reduced incentive if the project's construction costs fall below the threshold estimates.
Parkland Properties has also secured a substantial loan and plans to capitalize on the tax break value upfront. Developer Jon Rooks has an established track record with nine projects completed in Muskegon, as MLive cited, "We’ve done nine projects in Muskegon, we’ve finished every project we’ve started in the 35 years we’ve been in business, and I’m confident we can complete this project on a timely basis." This assurance comes alongside plans for community benefits, including a hospitality workforce training program for local students.
Housing options will range from luxury condominiums to townhomes and apartments. At the same time, commercial opportunities will include spaces suitable for a diverse array of services, such as restaurants, bars, and fitness centers.
