The situation began to unfold shortly before 3:30 p.m. when troopers were called to a reported shooting on the ramp from southbound Route 4 to Woodyard Road. The victim, who remains unidentified, was stationary in traffic at the time his vehicle was struck by gunfire. Fortunately, he did not sustain injuries during the incident. While charged with the shooting, Howard is currently waiting for his initial appearance in front of a District Court Commissioner at the Prince George’s County Division of Corrections.

Investigators from the Maryland State Police Highway Gun Crimes Initiative took the lead, and with the help of a State Police K9, they discovered a spent shell casing on the road. A projectile was also retrieved from the vehicle's trunk. Through investigative efforts that included the review of dashcam footage, Howard was pinpointed as the suspect. It is believed that the accused was attempting to shoot at another individual involved in the road rage but instead hit the victim's vehicle.
