The School District of Philadelphia has found itself navigating rocky financial waters as a recent audit reveals significant shortcomings in its funding commitments. According to City Controller Christy Brady, the district failed to match the necessary funds for the GEAR UP program – a critical initiative aimed at bolstering college readiness for students in low-income areas.
Under the spotlight is the GEAR UP program, which is designed to prepare students from economically challenged communities for higher education. The U.S. Department of Education, which funds the program, stipulates a matching contribution from the school district equal to the federal monies provided. However, in 2024, the district reported nearly $3 million in obligations to only match 27% of that amount, falling alarmingly short by a staggering $2,170,558. This misstep not only jeopardizes compliance but threatens to strip future funding from the district.
With this shortfall now public, the district is undoubtedly facing scrutiny as to how it will address this financial gap and ensure that GEAR UP – and the students it serves – do not suffer due to this funding faux pas. The future of these college readiness efforts hangs in the balance, tethered to the district's next play in their fiscal strategy.
