
The Sacramento Police Department identified the victim in a 1991 homicide case as 40-year-old Sheila Osborne. Osborne had recently moved to the Sacramento area from Johnson City, Tennessee. Her remains were found in a field on the 2000 Block of North B Street. A full investigation was conducted at the time, but her identity was not known until recently, as reported by the Sacramento Police Department.
In 2008, a DNA profile was created from the remains and entered into the Combined DNA Index System, but no matches were found at the time. Later, advanced DNA testing by Othram Inc., funded by the Roads to Justice program, provided new genetic information. This led the Sacramento County District Attorney’s Cold Case Unit to conduct investigative genealogy, which suggested a possible identity. That identity was confirmed through a standard familial DNA comparison, identifying the remains as Osborne, as stated by the Sacramento Police Department.
According to the Sacramento Police Department on their Facebook page, the investigation into Osborne’s death is ongoing, and they are asking the public for assistance. Anyone with information is encouraged to contact the department’s dispatch center, Sacramento Valley Crime Stoppers, or submit tips using the "P3 Tips" smartphone app. Tipsters can remain anonymous and may be eligible for a reward.
