Folsom Police Chief Rick Hillman will retire on June 30, after 30 years with the Folsom Police Department and seven years as Chief. Hillman said, "It has been the honor of a lifetime to serve as the Police Chief for the city I call home." Since joining the department in 1995, he has held various roles, including K9 handler and SWAT officer, and later became Chief. During his time in leadership, he focused on proactive policing, community partnerships, and crime prevention, according to the City of Folsom.

The City of Folsom announced that Chief Hillman has led several initiatives during his time with the department, including starting a Homeless Outreach Team, launching a body-worn and in-car camera program, and forming a Problem-Oriented Policing Team. He also introduced efforts to support officer wellness. Hillman oversaw about 125 employees and 50 volunteers and held various roles during his career. City Manager Bryan Whitemyer said, "On behalf of the City of Folsom, I extend our sincere appreciation for Chief Hillman’s decades of service to the community."

Chief Hillman is retiring after a long career with the Folsom Police Department. He has lived in Folsom for many years and has been involved with the Folsom Police Foundation and local youth programs. The City of Folsom will appoint an interim police chief in the coming weeks and begin an executive recruitment process to select a permanent replacement.
