The Monarch project, a new affordable housing complex, is set to provide 241 units for working families along the R Street Corridor in downtown Sacramento. State, city, and county officials held a groundbreaking ceremony on Tuesday at the site located at 805 R Street, according to the City of Sacramento.

The Monarch housing project, a collaboration between Capitol Area Development Authority and Mutual Housing California, is being built on former state storage land with an expected completion in spring 2027. The development will have 239 units: 82 studios, 136 one-bedroom, and 21 two-bedroom units for low-income households earning 30% to 70% of the area median income. Twenty units will be reserved for people experiencing or at risk of homelessness, and two units will be for onsite managers. The project is funded by $3 million from the American Rescue Plan Act and $300,000 from California’s Homeless Housing, Assistance and Prevention Program Round 4, with a total cost of $122 million. Mayor McCarty said, "This project contributes to both of these goals and also to our city’s effort to grow our creative economy and support artists," as reported by the City of Sacramento.

The Monarch project includes housing along with community and commercial spaces. It has 3,428 square feet of commercial space for art and neighborhood businesses and 16,369 square feet of outdoor areas. Amenities for residents include an exercise studio, event courtyard, small corner plaza, patio decks for live/work units, a private courtyard, a multi-purpose room, and laundry rooms on every floor. District Councilmember Phil Pluckebaum said, “This project is a major step forward for the R Street Corridor and for the people who live and work in this community. Monarch brings not just housing, but stability and opportunity to the heart of downtown Sacramento,” as stated by the City of Sacramento.
