
The first phase of the County-supported affordable rental housing project Hale O Piʻikea I is now accepting applications. This phase will offer 89 units for households earning between 30% and 60% of the Area Median Income (AMI). The units range from one to three bedrooms, with rents set to ensure residents pay no more than 30% of their income on housing. The phase is expected to open in July or August. Applications can be submitted through the project’s community website. The project is developed by ʻIkenākea Development. Mayor Richard Bissen said, "Hale O Piʻikea is another step forward in creating housing our working families can truly afford," according to the County of Maui.
The project is funded through Low-Income Housing Tax Credits, Rental Housing Revolving Funds, and over $7.5 million from the County of Maui. The development in Kīhei was planned independently of recent events and addresses the ongoing need for affordable housing in the area. It includes community resource centers and recreational spaces. Keegan Flaherty from ʻIkenākea said, "With market-rate housing on Maui increasingly out of reach for low-income families, we designed our community for long-term living—drawing on extensive research to offer the most appealing, cost-effective features of market-rate homes without compromising financial viability."
The development in Kīhei will offer free on-site social services, including financial literacy and homeownership education. Units will have energy-efficient appliances, garbage disposals, dishwashers, and off-street parking for vehicles and bicycles. The location provides access to public transportation, health services, and employment opportunities. Moss Construction is expanding the project with a 96-unit senior housing development expected in February 2026 and a 35-unit garden-style walk-up due in December 2025.
