
Following a two-month-long investigation, the East County Major Crimes Sexual Assault Unit has arrested in a child exploitation case, targeting an individual named Justin David Moreno, 43, from Simi Valley. According to the report shared by the Ventura County Sheriff's Office, Moreno was charged with multiple felony violations, including possession and distribution of Child Sexual Abuse Material (CSAM).
The arrest, stemming from CyberTipline reports issued by the National Center for Missing and Exploited Children (NCMEC), was executed on May 14, 2025, as detectives served search warrants at Moreno's home and workplace. Moreno, now facing charges for violating California Penal Code sections 311.11(a), 311.1, and 311.2(c), was booked into custody at the East Valley Jail with bail set at $50,000. Despite the severity of the charges, he was able to post bail and has been released pending his arraignment scheduled for May 29, 2025.
As the authorities continue their work, the Southern California High Technology Task Force, along with detectives from the Thousand Oaks Directed Enforcement Unit, played crucial roles in gathering the digital forensic evidence necessary for the arrest. The case against Moreno highlights the ongoing issue of CSAM and the importance of inter-agency cooperation in addressing these heinous crimes.
The Ventura County Sheriff's Office has not yet released further details about the case beyond those originally reported in the May 20th news release.
