The measure, formally known as SB 835, memorializes Trey Carlock, a Dallas native who suffered abuse as a child at a Christian-based summer camp and later took his own life. According to Click2Houston, Carlock's devastating experience at the hands of a camp director was hidden behind the closed doors of a nondisclosure agreement after his civil case was settled.
The resonant testimonials during the Senate’s committee hearing underlined the pervasive silence that NDAs impose on survivors, compelling a unanimous vote of 144-0 in the Texas House. Advocates, such as Elizabeth Carlock Phillips, Trey's sister, expressed hope that Texas would carry "Trey’s Law" as a bastion of pride. "I am proud to be Trey’s sister," she told Click2Houston, underscoring the personal stakes of the legislation. Cindy Clemishire, another voice among many silenced by such legal constraints, recounted how her refusal to sign a nondisclosure agreement at age 37 empowered her to openly share her story at 55, in hopes of aiding others.
As reported by Statesman, “Trey’s Law” is not the only bill navigating the countdown of the legislative session. Alongside the protective legislation, Texas lawmakers are juggling a hefty $300 million for film incentives, designed to lure filmmaking ventures to Texas and foster job growth within the state.
Meanwhile, the sale and use of THC products faces a potential ban with the final verdict resting in the hands of Governor Greg Abbott. Senate Bill 3, as modified by the House, makes clear that while intoxicating hemp products could be on the chopping block, CBD and CBG, non-psychoactive compounds, would be exempt from the prohibition. "We cannot back down now, and we will not back down ever," State Rep. Jeff Leach, the House sponsor of "Trey's Law," asserted in Statesman, reflecting the legislature's steadfast resolve on a broad spectrum of issues poised to reshape the state's legal landscape.
