In a recent development announced by Acting U.S. Attorney Michele Beckwith, Michael Keith Rubino, a 39-year-old man from Vacaville, faces federal indictment on charges of producing child sexual abuse material. The indictment, which was returned by a federal grand jury, comes as part of Project Safe Childhood, an initiative aimed at combating the exploitation and abuse of children. According to a statement from the U.S. Attorney's Office, court documents reveal that in October and November of 2024, Rubino allegedly engaged in illicit sexual acts with a 17-year-old female at his Vacaville residence. During this period, he is accused of having recorded these acts using his iPhone.
The disturbing charges against Rubino include the accusation that he not only abused the teenager but also took steps to immortalize the violation, producing materials that fall under the heinous category of child sexual abuse. The investigation leading up to the indictment was carried out by the Federal Bureau of Investigation, with the Vacaville Police Department providing essential assistance. Assistant U.S. Attorney Sam Stefanki is tasked with prosecuting the case. If convicted, Rubino could be looking at a minimum mandatory prison sentence of 15 years, with the possibility of up to 30 years, and may be fined up to $250,000. It should be noted, however, that any sentence would ultimately be at the discretion of the court, following a review of statutory factors and the Federal Sentencing Guidelines, as reported by the U.S. Attorney's Office.
The indictment encompasses a lone count against Rubino, yet it represents a stark reminder of the deeply entrenched issues surrounding child exploitation. Project Safe Childhood, under which this case falls, is a nationwide effort initiated by the Department of Justice in 2006 that unites various levels of law enforcement in the pursuit to dismantle networks of exploitation and deliver justice for the victims. More information about the initiative can be found on the official U.S. Attorney's Office website dedicated to the project.
