Announced last Wednesday, the pilot scheme welcomes Ethel, a vibrant mixed-breed dog, to the women’s program unit where she will cohabitate with two inmate handlers. The handlers were selected after a rigorous process and entrusted with the duty of equipping Ethel with basic training that Animal Friends' behavior staff will oversee, aiming to boost her chances of adoption.

The initiative, according to the Allegheny County announcement, serves multiple purposes: it provides inmates a meaningful focus, acts as a morale booster for canine-enthusiast officers, and opens up shelter space for more rescues. Kelsey Gordon, the jail’s female pod coordinator and the mind behind the TAILS name, lauded the multifaceted benefits: "The incarcerated women will have something to look forward to each day, the officers who are dog lovers can use it as a morale booster, and the shelter is creating space for other dogs to be rescued. Everyone wins."

Aiming to rescue, rehabilitate, and rehome pets, Animal Friends' Chief Shelter Operations Officer Katie Vecchi shared, as per the Allegheny County news release, “This pilot program is a powerful example of what’s possible when we come together for both people and animals.” Vecchi emphasized the alignment of TAILS with their mission.
