
In an effort to directly confront the pressing issue of homelessness, the City of Lodi has teamed up with San Joaquin County and specifically the County Health Care Services Agency. This partnership is swiftly moving forward with plans to provide a wide range of services, including health care, behavioral support, and housing assistance at the Lodi Access Center. Mayor Cameron Bregman emphasized the importance of this collaboration, stating, "Our goal is not only to help individuals off the streets, but to understand and address the root causes that keep them there," in a statement obtained by the official City of Lodi website.
According to the City of Lodi, the strategic union of these entities aims to construct a more supportive framework for those experiencing homelessness, with significant steps taken as San Joaquin County Health Care Services presented their vision to the County Board of Supervisors on May 13. Supervisor Steve Ding expressed his longstanding commitment to bridging local services with county efforts, remarking, "The Access Center will alleviate pressure from our hospitals and overall healthcare system by providing an alternative and more appropriate destination to those struggling with behavioral health challenges." This focus comes amid ongoing plans, with a draft agreement presented to City staff on the week of June 9, ready for review and a hopeful approval in the coming months.
Details of the agreement include operating clinic services open to the public, establishing specialized support for Access Center clients, and integrating behavioral health services. According to the blueprint, anticipated County bed counts will feature a range of facilities, including 16 beds in a Mental Health Quiet Ward, 1 Isolation Bed, a 4-bed Sobering Center, and 4 beds in Mental Health Respite. Furthermore, the Main Street Transitional Housing project is set to offer 40 units for those in need of a stepping stone back to stability, with a draft lease currently under scrutiny by legal staff.
Jennifer Rhyne, Neighborhood Services Manager, highlighted the prelude to these developments, sharing with the official City of Lodi website, "The extensive work and relationship-building we've done over the past few years has set the stage for these partnerships to become a reality." Following these efforts, the City Council on June 18 voted to begin drafting a new Request for Proposal (RFP) in the search for a permanent operator for the Center, marking a concerted move to ensure long-term support for the community.
Projected to complete in early 2026, the Lodi Access Center encompasses a significant space designated for health services, with funding provided by San Joaquin County that will not impact City resources. Presently, Outreach Ministries is acting as the interim operator, managing the Center, which continues to offer vital services to those in need. Genevieve Valentine, Director of San Joaquin County Health Care Services, expressed her enthusiasm for the partnership, stating, “This model illustrates how efforts between local and regional agencies allow us to provide comprehensive care and support to the community, particularly for vulnerable populations.” The City of Lodi promises to keep the community informed on the project's progression, urging residents to sign up for updates or follow their social media channels.
