However, emphasis and priority will be placed on assisting those entangled in more restrained fiscal circumstances— specifically, households at or below 50% AMI, or an annual income of $52,000 for a same-sized family.

To make the initial leap towards participation in FreshStartPHL, the first step, according to the City's announcement, is rather straightforward: find a new apartment that makes sense for you. However, it's imperative that prospective renters ensure their landlords are on board with accepting payments issued by FreshStartPHL—an essential component given the landlord's approving nod to the program is required.

With demand anticipated to be high for the financial aid on offer, the city encourages immediate action. An intake form available through PHDC is the gatekeeper to potential approval, operating on the equitable, yet unforgiving principle of first-come-first-serve. Once this hurdle has been responsibly navigated, additional instructions will guide the applicant towards making their fresh start a lived reality.
