The operation, which began in March 2025, targeted the distribution of controlled substances across New Castle County and represents the latest in a series of major drug enforcement actions in the region.
The investigation reached its climax on May 30, 2025, when detectives arrested 30-year-old Daronce Beulah and 32-year-old Karon Phillips in Wilmington. During their arrests, officers recovered 627 bags of heroin/fentanyl totaling 18.81 grams and 6.49 grams of crack cocaine, with Beulah also found carrying over $1,400 in cash. The operation continued that evening when detectives executed a search warrant at a residence in the 1300 block of Maple Street in Wilmington, leading to the arrest of 34-year-old Stepheon Mason.
Massive Drug Seizure at Maple Street Location
The search of the Maple Street residence yielded an extensive cache of illegal narcotics that authorities described as significant. Officers discovered 1,356 bags of heroin/fentanyl weighing 45.38 grams, 4.7 grams of raw fentanyl, 707 MDMA pills, 689 grams of marijuana, 84 Alprazolam pills, and $4,406 in cash, according to Delaware Live.
Master Corporal Richard Chambers of the New Castle County Police Department emphasized the potentially life-saving impact of the seizure. "A tiny bit of fentanyl can kill a lot of people, and this is great to have this amount of drugs off the streets," Chambers told NBC10 Philadelphia. "This could save a lot of lives."
Delaware's Ongoing Battle Against Fentanyl
This operation comes as Delaware continues to grapple with a deadly drug crisis, though recent statistics show some encouraging trends. State agencies announced in April 2025 that Delaware experienced a substantial 36% reduction in drug overdose deaths in 2024, with 338 confirmed deaths compared to 527 in 2023, as reported by Delaware state officials.

In May 2023, federal and state authorities announced arrests involving two major drug operations, with one case centered in the Rosegate community resulting in 19 arrests and significant seizures including cocaine, fentanyl, methamphetamine, and firearms, according to Delaware First Media.
Criminal Charges and Legal Implications
The three defendants face extensive criminal charges reflecting the severity of their alleged crimes. Beulah faces the most serious charges, including three felony counts of possession with intent to deliver a controlled substance (Tier 3), two felony counts of possession of a controlled substance (Tier 3), possession or control of a firearm by a person prohibited, and endangering the welfare of a child. He was held at Howard R. Young Correctional Institution after failing to post $162,252 cash bail.
Mason was charged with possession with intent to deliver a controlled substance, marijuana possession other than personal use, endangering the welfare of a child, and possession of drug paraphernalia. He was released on $6,800 secure bail. Phillips faces felony charges including possession with intent to deliver a controlled substance (Tier 3), possession of controlled substances, and misdemeanor charges including unlawfully dealing with a child and driving while suspended. He was held at Howard R. Young Correctional Institution after failing to post $62,102 cash bail.
