The entire city will feel the effects of the program, with every neighborhood set to receive a visit from city agency crews. These teams will not only respond to service requests from residents but also preemptively tackle neighborhood cleaning. The approach Scott is taking promises to tightly integrate different agencies and community members tightly, fostering a shared sense of responsibility.

According to an announcement from the Mayor's office, Chief Administrative Officer Faith Leach emphasized the visual impact of the initiative on city services, saying, "The Charm City Cleanup Initiative is the next big step in that effort to showcase the tangible results that our frontline workers deliver on a daily basis, and to get residents involved right in their own neighborhoods." The project aims to enhance collaboration between city agencies and communities, marking a potential new era for many Baltimore neighborhoods.

Baltimore’s cleanup effort will be divided into 17 areas, with each neighborhood cleaned one at a time. The Mayor’s office stated that both major and minor issues will be addressed through 311 service requests and proactive work by city crews and Clean Corps partners. Residents are encouraged to volunteer, with community cleanups being a key part of the plan.
