He holds a PhD in business and public administration from Northcentral University and a master’s degree in public administration from the University of Nevada, Las Vegas. Morgan completed the Executive Fire Officer Program at the National Fire Academy, earned the Chief Fire Officer title from the Center for Professional Excellence, and served as an adjunct professor of Fire Science at the University of New Haven. He also led Nevada Taskforce 1 as part of FEMA’s Urban Search and Rescue team, as reported by the City of Boulder City.

Morgan said he looks forward to leading Boulder City’s Fire Department, stating, “As a close-knit community, it presents different challenges for a Fire Chief.” He noted the importance of teamwork, adding, “Involving them in decision-making helps shape the direction of the department, especially during times of inevitable change.” Deputy Chief Greg Chesser served as Acting Chief for 16 months, and City Manager Thomas said Chesser provided strong leadership and will continue to help Morgan adjust to the community, as mentioned by the City of Boulder City.
