Waters has taken steps to publicly address the arrest of William Anthony McNeil, Jr., which has been fraught with controversy since a cell phone video began circulating social media. In a recent news conference, Waters announced the release of body camera footage pertaining to McNeil's arrest back on February 19, after having initiated a review of the officers' actions. The Jacksonville Sheriff's Office social media post detailed that, while the administrative review is still underway, the State Attorney's Office has cleared the involved officers of any criminal wrongdoing.
The central thrust behind the Sheriff's decision to release the body cam footage was to provide a more fully encompassing narrative of the incident than the one spread by the cell phone footage. The actual proceedings began to come under scrutiny on Sunday, when the cell phone video surfaced online. Following the viral spread, Sheriff Waters was quick to react, looking to rapidly undertake both a criminal and administrative review. Despite the ongoing internal process, Officer Bowers gave consent to release the body worn camera footage that captured his interaction with McNeil.
This development comes as a bid to bolster perceptions of transparency within the Jacksonville Sheriff's Office— something that Waters has pledged to uphold. "In this case, the cell phone camera footage that began viral circulation over the weekend does not comprehensively capture the circumstances surrounding the incident," Sheriff Waters explained. He highlighted the limitations of public recordings, such as perspective issues and the absence of preceding events, which could lead to misinterpretations of such incidents.
While the administrative investigations continue to unfold behind closed doors, per Florida law, the release of this particular footage marks a moment of concession as it pertains to public concern.
