The Jacksonville Sheriff's Office has released video footage and details surrounding an officer-involved shooting on Beach Boulevard, which resulted in the death of 71-year-old Lawrence Sullivan on July 19. The footage, which the Sheriff's Office advises viewer discretion due to its graphic nature, was made public in what JSO describes as a commitment to transparency. The release, posted on the Jacksonville Sheriff's Office Facebook page, outlines the events leading up to the shooting and the steps that will follow in the investigation.
According to the Jacksonville Sheriff's Office, the incident began when Sullivan ran a red light and collided with another vehicle, whose occupants included a mother and her children. The crash, occurring around 6 p.m., led to major damage on both vehicles, but no serious injuries were reported. Officers responded to a crash at the intersection of Beach Boulevard and the I-295 Northbound ramp where Sullivan, having a history of DUI convictions and a revoked license, gestured towards the mother before exiting his vehicle armed with a gun.
In a situation that quickly escalated, Sullivan informed rescue personnel at the scene of his intention to shoot himself. He then moved to a construction trailer near the crash site and sat with his weapon in hand. Officers Slatowski and Hernandez, the latter being a member of the JSO Crisis Negotiation Team, engaged in extended negotiations with Sullivan. Their intention was to de-escalate the situation; however, when a bystander on a bicycle entered the area and Sullivan began approaching a crowd while armed, both officers resorted to using their rifles, wounding Sullivan who succumbed to his injuries at a local hospital.
Following the shooting, the State Attorney's Office will conduct an independent review to assess the legality of the officers' actions, as per the JSO's statement. This is a standard procedure designed to ensure accountability and transparency. The internal review by JSO and the subsequent Response to Resistance Board's findings aim to determine whether officers acted within the department policy. The comprehensive assessment will be submitted to the Sheriff for a final review.
