
Philadelphia's city officials, together with Police Chief Kevin J. Bethel, have announced the conclusion of a 2025 Interest Arbitration Award with the Fraternal Order of Police, Lodge 5. The award, according to the City’s announcement, reflects the City's commitment to fairly compensate police officers while keeping an eye on the budget, Phila.gov reported.
The arbitration award includes wage increases, a signing bonus, and several measures to improve officer well-being and job satisfaction. Among these are a civilianization process meant to replace certain police roles with civilian staff and the addition of a wellness day. A noteworthy component of the award is the approved sick leave pilot program, allowing officers to take care of their immediate family members, a move signaling an understanding of the officers' family responsibilities.
"The conclusion of this interest arbitration marks a significant step in our commitment to ensuring fair compensation for our police officers, while also maintaining the City’s fiscal footing in order to meet its responsibilities to Philadelphia residents," Mayor Cherelle L. Parker said. Mayor Parker further outlined that the cost of the award over the City’s current Five-Year Plan would be $343 million. Adherence to the Pennsylvania Intergovernmental Cooperation Authority (PICA) Act, which insists on balanced budgets, was a key factor considered by the arbitration panel. Bethel said, according to Phila.gov. The award is seen as a means to prioritize officer wellness, support their families, and reinforce the City's intent to recruit and retain effective officers.
