
Raleigh's own Officer Daniel Mills has set a new standard within the Raleigh Police Department by being the first to earn the Level 4 ribbon in the Officer Control Tactics Program (OCTP). This challenging program tests officers across multiple levels that cover three main areas: Knowledge, Skill, and Sparring. On July 25, according to the official Raleigh Police Department announcement, Mills completed the strenuous Level 4 evaluation, encompassing an analysis of a Supreme Court case, continuous sparring against a lineup of skilled opponents, and handling a simulated multiple-attacker situation.
The department commends Mills not just for his physical prowess and mental fortitude, but also for his role in guiding others. The officer's achievement reflect a depth of commitment to public safety that goes beyond the basic call of duty. In a move that showcases the program's dedication to iterative learning, the latest tests draw on real RPD officer experiences. Officer Mills emphasized this point, telling the Raleigh Police Department that "Developing better subject control skills can help keep both officers and suspects safer in volatile situations, and as one of the key aspects of our job, should be a skill that is continually fostered and made to evolve as the rest of the job continues to as well."
