The operation's timing aligns with the aftermath of California's Proposition 36 — "The Homelessness, Drug Addiction and Theft Reduction Act." The proposition, enacted on December 18, 2024, reformed laws that were perceived as contributing to the rise in thefts and other related societal issues. This new legal framework, substantially amending Proposition 47, grants law enforcement more robust tools to address retail theft, among other challenges. Two of the arrests made during the operation were carried out under the newly stipulated codes from this proposition, which permit heightened penalties and preclude offenders from being released before their court dates.

The initiative is an ongoing operation with the strategic intent of disrupting and dismantling theft rings currently targeting retail corridors in Rancho Cucamonga, Apple Valley, Hesperia, Victorville, and Chino Hills. As mentioned in the Sheriff's Department press release, the operations included both conventional and non-conventional methods in a bid to reduce the "blight created by these bad actors." With an overarching goal to restore the security and comfort of San Bernardino County's shopping environments, the crackdown represents a multi-tiered response to a growing concern that spans beyond mere theft, addressing broader quality-of-life issues within the community.
