
Maryland Governor Wes Moore has appointed Lester Davis to serve as his new Chief of Staff. Davis, who boasts a significant tenure within Baltimore City government and subsequent experience at CareFirst BlueCross BlueShield, is expected to step into the role by the end of 2025.
Outgoing Chief of Staff Fagan Harris, slated to join the Abell Foundation next year according to an announcement from the organization, leaves behind a position requiring a blend of public dedication and private sector acumen. In an articulation of Davis's credentials, Gov. Moore stated, "There is no doubt that the challenges facing our state today will require leadership of the highest caliber." Moore emphasized, "With his dedication to public service and improving the lives of Marylanders, Lester Davis is precisely the leader our state needs in this critical moment," in a statement detailed by Fox Baltimore.
Davis's background reflects a diverse portfolio of leadership roles across both public and private sectors. Before his tenure at CareFirst BlueCross BlueShield, he served as Deputy Chief of Staff in the Baltimore mayor's office and held involvement with the transition teams for Moore, Baltimore Mayor Brandon Scott, and City Council President Zeke Cohen. Moore commended Davis's problem-solving prowess, stating, "Lester is a known problem-solver, and his proven ability to secure improved outcomes for the people he serves will build on the progress our administration has made over the past two and a half years," as reported by CBS News Baltimore.
Davis, a Norfolk State University alumnus, has earned accolades for his commitment to communal upliftment and partnership building, cited by Gov. Moore as critical qualities for his administration's continued advancement.
