As per Harris County Sheriff's Office Lt. Terry Garza, the messy spillage led to the complete shutdown of the freeway's inbound lanes, with traffic being rerouted to exit at Bayou/Cedar Lane. This information was reported by ABC13, noting that the incident occurred around 11:16 a.m.
An unidentified vehicle is believed to have accidentally deposited the obstructive materials on the road before fleeing the scene. Commuters were advised to seek alternative routes as westbound traffic was brought to a halt. According to the KHOU, the lanes were not accessible for several hours, leading to significant delays.
Cleanup crews were deployed to the site to remove the dry tar and lumber, a task that required several hours of intensive labor under the midday sun. Lt. Garza pointed out that "it appears a vehicle dropped the materials on the roadway and did not stop," a situation that prompted an immediate response from the authorities, as per ABC13.
