
A report by Guidepost Solutions on the 2021 Oxford High School shooting reviewed the actions of first responders, noting their dedication while identifying areas for improvement in command coordination, communication, and training. Oakland County Executive Dave Coulter said, “I think it was fair. It’s what we asked for. We wanted to know are there things we can do better after this terrible tragedy? And I think they pointed out some things where we can probably tighten up our processes and we will do that,” as per FOX 2 Detroit.
A report on the Oakland County school shooting response found no neglect or dereliction of duty but noted a 25-minute delay before a lieutenant formally took command and issues with coordination with fire and EMS, according to Audacy. The report said confusion affected resource direction, though the shooter was apprehended. Sheriff Michael Bouchard responded to the critique, telling FOX 2 Detroit, “No, because they don’t understand some of the terminology and some of the appointments that we give,” and said a 'Hall Boss' was assigned immediately to direct officer flow and reduce radio traffic.
An after-action report on the incident noted issues with communication and support for victims’ families, including concerns about the reunification process and how families were informed of their children’s deaths. The report recommended creating recovery plans for active assailant events, defining the roles of armed staff, and establishing a county-wide response plan. In response, Coulter said, “We saw on that day how our first responders reacted with dedication and courage in the face of horrifying violence, and this report reinforces their immense bravery,” as mentioned by WXYZ.
