A Michigan woman by the name of Norma Linda Lozano, who also goes by Norma Linda Quintanilla Lozano, is facing serious charges after a federal grand jury handed down an indictment accusing her of smuggling aliens, including children, across the U.S. border from Canada, as reported by the Department of Justice. The DOJ underscores the severity of this issue, stating that 53-year-old Lozano, from Ypsilanti, Michigan, has been charged with one count of conspiracy to smuggle aliens and six counts of bringing aliens to the United States for profit.

During the timeframe of February through November 2024, Lozano was allegedly deeply involved with an alien smuggling organization (ASO) orchestrating illegal crossings from countries like Guatemala, Honduras, Mexico, and El Salvador; the ASO guided individuals with GPS coordinates to cross on foot and arranged their pickup inside the United States, where Lozano would transport them further into the country, to either residences, businesses, or airports, charging fees for her services, individuals paid to her or their family members for her smuggling services, which exploited the vulnerability of these people including many unaccompanied children.

The case against Lozano marked the first coordinated effort under Joint Task Force Alpha (JTFA) in the District of Vermont. According to the Department of Justice, JTFA is an expanded partnership with the Department of Homeland Security (DHS) aimed at dismantling cartels and trafficking networks from Mexico to Colombia that threaten the nation’s safety and border integrity. With more than 410 domestic and international arrests, JTFA's efforts have been noteworthy, leading to over 355 U.S. convictions and imposing more than 305 significant jail sentences alongside the forfeiture of substantial assets.

In one of the smuggling events detailed, Lozano allegedly transported three aliens from Guatemala and El Salvador, with a young five-year-old girl seated in the front passenger seat while claiming she was her granddaughter, and in another instance, she reportedly carried six adults along with an eight-year-old girl and a 12-year-old boy—the girl was found in the cargo area of the hatchback on top of luggage, according to the indictment, these human smuggling operations are not only exploitative but also endanger the lives and safety of those involved, compelling agencies including HSI and U.S. Border Patrol to extend their collaborative investigative work to ensure the security of national interests and public safety.
