Anne Arundel County resident Philip Andrew Turner has been arrested on charges including the production and possession of child pornography and the sexual solicitation of a minor, Maryland State Police reported yesterday. The 46-year-old from Linthicum Heights stands accused of participating in a web of exploitation tied to sexual trafficking in the Philippines, with evidence suggesting his involvement in directing the abuse of minors over live camera feeds.
Investigations began in 2024 when Homeland Security Investigations (HSI) Maryland flagged traffickers connected to offering online services for the live-directed sexual exploitation of children. Turner, upon being identified, revealed substantial digital footprints during a preliminary forensic review of his online platforms, indicating his command over juvenile girls, in incidents spanning across the Philippines and worldwide. The years of the accused minors ranged between 10 and 13, as the Maryland State Police detailed.
Maryland State Police, Maryland Internet Crimes Against Children Taskforce, and HSI executed search and seizure warrants at Turner's home and vehicle early yesterday morning, concluding with his arrest. He is currently held at the Jennifer Road Detention Center, awaiting his initial appearance in court. Law enforcement arrested without further incident.
