State Representative Brian Stewart, holding office from Ashville, was recently recognized for his efforts in child welfare by receiving the "Legislator of the Year" award. The accolade, bestowed by the Public Children Services Association of Ohio (PCSAO), highlights Stewart's leadership in the state budget process and his focus on workforce issues in children's services. According to an announcement from the Ohio House of Representatives caucus, the recognition came during PCSAO’s 2025 annual conference earlier this month in Columbus.
PCSAO noted that the "Legislator of the Year" Award spotlights legislators who have made significant strides for children and families entangled in the children services system. In an event earlier held this month, Rep. Stewart was honored for his changes to House Bill 497, which now provides more flexibility around educational requirements for case workers. This legislation aims to strengthen the workforce to bolster positive outcomes for Ohio's children and families in need. His efforts were instrumental in securing an additional $55 million for children's services, which will total $265 million over the biennium. Apart from that, $20 million is designated to establish regional child wellness centers to support abused and neglected children.
Rep. Stewart, who also serves as Chair of the House Finance Committee, played a key role in leading the Budget process. "It is an honor to receive this award. Taking care of Ohio’s most vulnerable children is not optional – it is a necessity – and it is an area I have been passionate about for my entire career," he told the Ohio House of Representatives. His long-standing dedication to the welfare of children is reflected in the increased budget allocation aimed at better assisting children in crisis and ensuring they have adequate support systems in place.
Beyond his legislative work, Stewart practices law privately in Circleville. Before being elected to the House, Stewart served as Pickaway County Commissioner. PCSAO, representing Ohio’s county Public Children Services Agencies, strives for policies that bolster safe and stable communities for children and their families. With Stewart's legislative efforts acknowledging that obligation, the representative has helped them stride closer to their vision for supportive family environments.
