In a recent appointment by Governor Greg Abbott, the state of Texas will now see Brandon L. Simmons leading its Office of the Ombudsman for Institutional Policy and Oversight. According to a press release from the Governor's office, Simmons is bestowed with the responsibility to act as the state's higher education intermediary, an appointment that he will hold until Governor Abbott decides otherwise.
Simmons, who brings his substantial executive experience to the table, has previously chaired the Texas Southern University Board of Regents from his confirmation in May 2023 until this latest appointment. His tenure as chairman, which ended leading into this new role, lasted from October 2023 to October 2025. Despite being tasked with governing student success, as well as institutional governance, it is also expected of Simmons to handle compliance with financial matters.
As noted by Governor Abbott in the press release, "Texas continues to lead the nation with more top-ranked research universities and programs than any other state." Abbott lauds the accomplishments of Simmons and stresses the need to prioritize the education of future leaders, saying, "In order to maintain this lead, we must place the success of Texas students first." It is apparent that the Governor's confidence in Simmons is rooted in his diverse background spanning entrepreneurship, academics, and his experience on various boards.
Before claiming the chair at Texas Southern University Board of Regents, Simmons was a beacon of knowledge at Wiley University as a Distinguished Professor of Business and served as Entrepreneur in Residence. Early in his career, Simmons navigated the lanes of corporate law as an attorney, later shifting gears towards the role of a technology company executive, and then into the venture capital scene. His educational accolades include a Bachelor of Arts from the University of California, Berkeley, and a Juris Doctor from Stanford Law School, further garnished with a prestigious John W. Gardner Fellowship bestowed upon him after college. Having clerked for Chief Judge J.L. Edmondson of the U.S. Court of Appeals for the Eleventh Circuit after his time at law school, Simmons has stacked a resume that's both broad and deep.
Simmons's appointment is pending confirmation by the Texas Senate, a step that stands between the Governor's announcement and Simmons fully stepping into his new role. The dynamic of this new position will become clearer as he takes over the reins of the Office of the Ombudsman for Institutional Policy and Oversight, aiming to sustain Texas' academic excellence and keep its universities at the forefront of national research and innovation.
